It appears that the conversion from "ft/hr" to "km/hr" and vice versa on the
"conversions" menu is incorrect. Can you please verify (and correct if need
be).

Yes, it is off... by a factor of 3. I only checked 'ft/hr' to 'km/hr'.
 
I tried to find a way to submit a bug report, but to no avail. This is the
only forum that I found. Do you know of a way to let Microsoft know so that
they can correct the error?

Well, the PowerToys are distributed from the Microsoft web page, so
I'd just use the 'Contact Us' link and let them know on the Microsoft
site.
