What PowerPoint version are you using?
In PowerPoint 2002/XP and above:
If you want to make the text looks like a wave, you can make use of WordArt.
If you want to animate the text like a wave, select the text, click Slide
Show > Custom Animation. Click Add Effect > Emphasis > More Effects > Wave.
Set the speed according to your preference.
