I'm trying to recreate chart in PPT 2003 with colums starting not on x axis
line but above. If minimum value on Y (0-100) is zero, I need the chart start
at 10. The colums are divided with black line that shows the value.

In a stacked column you can make a data series 'hidden' by setting its Border
and Area to None. A dummy hidden series like this would make your other bars
appear to float, however you run into issues if you are displaying data
labels as the numbers will be wrong.

In a clustered column you can apply the same theory to a dummy series -
although you need to set the Area colour to the same as the background rather
than none. Advantage is your numbers are still valid if you are showing data
labels.
