PowerPoint 2007 "magic wand" to edit out parts of pictures

Does PowerPoint 2007 have the "magic wand" feature to edit out parts of
pictures as on previous versions of PowerPoint?
 
Insert your picture, click on it to select it
Click Picture Tools, Format, Recolor (on the far left of the ribbon), Set
Transparency Color
