Powerpoint 2002 customized bullet problem

I need urgently help for the following problem:
We use Powerpoint 2002 (working in a network). We would like to create
a template with customized bullets which should be 3 different
coloured arrows. The arrows should be defined only for the first
level. We have tried to import the arrows into the master slide as a
customized bullet being . jpg.
1. problem: Sometimes in a presentation the arrow in the presentation
slide changes without evident reason to the standard bullet point.
Changed backed to the arrow, we save the presentation, open again, and
again the standard bullet point appears.
2. problem: How to define 3 different arrows for the first level?

I don't think you can define 3 different arrows for the "1st level" bullet. You can define a single bullet.

Possibly the JPG is in a format that PPT has trouble with; this can cause odd
results. Try converting it to PNG or GIF and use that for the bullet instead.
2. problem: How to define 3 different arrows for the first level?

You can't. One level, one bullet style.
You could instead define different bullets for each outline level but set the
indents and type size/style for each level to match the first level. That'd
give you the same effect.

Hold down the Ctrl key while you drag the indent indicators on the ruler bar;
that'll allow you to move them atop one another.
