Power Users cannot change time and date?

I have a number of users who are members of the Power
Users group. They cannot change the clock or the date.
They receieve the familiar error message "You do not have
the proper privilege level to change the system time."
But they're POWER USERS. According to knowledge base
article 300022, that should be all they need. What gives?
Anyone else see this problem?
 
Nevermind- My Local Security Policy setting was set
to "Change the system time- ADministrators". Duh.
