Power Surge On Hub Port

I am trying to use a 2.5 hard drive in a 2.0 USB enclosure, with an IBM Think
Pad 2.0 PCMCIA card, in an IBM T20 running XP Professional. The problem is,
when I plug the external drive into the PCMCIA card I receive this error
message: "A USB device has exceeded the power limits of it's hub port. For
assistance in solving this problem, click this message". WhenI click the
message there are 2 choices, reset or cancel. I follow the directions to
reset the drive, but my question is why do I get this power surge? Why is
there incompatibility with using this 2.5 drive as a back up device? Any
assitance is greatly apreciated, thank you in advance.

I started getting the same message after upgrading to SP2. It pops up
every time I wake it up from sleep mode. The only USB device I have is a
Deskjet 3650 printer which still works whether I hit reset or cancel.

'Power Surge' - A brief but sudden increase in line voltage, often
destructive, usually caused by a neraby electrical appliance such as a
photocopier or elevator, or when power is reapplied after an outage.

In your case it is described not as an excess, but as "A USB device has
exceeded the power limits of it's hub port".

For some reason the system expects more power to be available to operate the
device that it has available.

Try operting the USB Drive. If it works, ignore the message. If it doesn't
try updating the USB drivers.

Each USB port controls and limits power provided to the
peripheral. There is no surge. The peripheral device tried
to draw more power than the USB port (hub port) permits. How
much power is permitted? This is requested by USB peripheral
software and provided by the computer USB controller (hub
port).

The answer to your question is found in why is the
peripheral draws too much power? Windows software programming
error? USB controller programming error? Problem with the
USB port current monitoring hardware? Obtain further
information and testing to answer this question.

In the meantime there is a major difference between a surge
and a peripheral drawing too much power. If you don't
appreciate the difference, then finding the solution can
become more difficult.

USB ports are not made to power many devices just stuff like keyboards and
mice the hard drive requires more power than the port can provide. is there
not a power supply with the USB enclosure? If not you do need one!

I am getting the same error on my Dell Latitude D800, using the sam
(USB 2.0 HD Enclosure...) It worked just fine previous to the instal
of SP2. I think the issue here is SP2, not USB drivers.

However, I do not get this error on my Dell Workstation - which also i
running with SP2.

Question. Did you install the USB drivers prior to SP2, or after? (O
my WKSTN, I installed SP2 after the drive was installed. The Latitud
laptop was rebuilt, with SP2, THEN tried to use the USB Drive).

I have the same problem after installing sp2 so i doubt sp2 is th
reason for that.

And I also can't standy recently. I tried to adjust power options bu
it still doesn't work
