Power management notifications and Minlogon

I have an app that does not seem to be receiving the WM_POWERBROADCAST message after my device resumes from hibernation on a minlogon XPe configuration... Does anyone know if this has anything to do with the stripped down PM functionality of minlogon builds? Currently, I am hibernating the system using xpepm.dll... Is there a component(s) that I can add to get back this functionality without having to include windows logon
