Post screen won't load

My computer stopped working so we replaced the mother board, processor
and ram and are still having the same problem (we have a new hard
drive to put in once we figure out what is wrong.) When we try to turn
it on, the fan comes on but the post screen doesn't come up and it
doesn't beep. We only see the cursor blinking.

We have tried different ram and it still doesn't work. We have tested
the power supply with another computer and it does works.

We tried to remove the battery and set jumper to reset the CMOS. That
didn't help.

The motherboard: Asrock775 Dual 880 Pro
CPU: Celeron 351
Ram: DDR2- 667
Graphic Card: GeForce 6600GT AGP
Operating System: Windows XP

Does anyone have any ideas as to what the problem could be? The person
who is building this for me is going back to Germany in a week, so we
need to figure this out fast!

The blinking cursor tells you the video got programmed to a minimal extent.
A lot of stuff has to work, to make the blinking cursor.

If I had to guess, I'd start by disconnecting all hard drives. Maybe
then, you could get into the BIOS.

If could be, that the hard drive is causing the BIOS to stall.

The CPU versus BIOS version looks OK, as "All" BIOS support Cel 351.

What convinced you that your power supply was good? If you replaced
all the other stuff, time to check the first thing you should've
checked.

The OP did state:

I had a new build drive me nuts. Turned out the new drive I installed
was defective. Prior to that, I had an AMD cpu with a slightly bent pin
that I didn't notice right away. Symptoms were mimicking those of a
ground fault. The tech at the mobo mfr. talked me through a stripped
down boot. Mobo is outside the case floating on an anti-static foam with
minimal connections. The results pointed to compromised cpu. I got that
sorted out and the darn thing still wouldn't boot. But now CMOS screen
showed no recognition for the HDD.

What I am saying is it could be as simple as a ground fault. Test to
see if the motherboard is grounding out somewhere on the case where it
should not.

What I am saying is it could be as simple as a ground fault. Test to
see if the motherboard is grounding out somewhere on the case where it
should not.

That is good advice. If the mobo won't POST* (one beep) the BIOS
hasn't started, nor the drives detected. Take the mb out and check to
see if there's a metal support post that could've shorted out the mb.
If that happened your mobo is probably toast.

Also, just because a PS works in one system and not another doesn't
mean it's ok. What is the output (watts) of the PS? The system may
require more power. If you know the mb, cpu and ram are all ok, the
fans start and HD powers up but nothing happens, that points to a bad
PS.
