Post boxes closed on Newsgroup

When I open the MS newsgroups - like this one - I cannot send new post or a reply directly to it. If the pointer goes on to any of the 'post boxes' access is bared when the circle with the red diagonal sign appears. I am obliged to use a newsserver - something I regards as an alternative - as now, when I want to post this problem.

Has anyone any suggestions to make?

Before you can post new messages or reply to them you must JOIN the group. Evidently you have JOINED this one or you couldn't have composed your message. Use Outlook Express, it works 100%.

So what's the problem?

Follow Sharon F's explanation. It is very good. I presumed that you had selected a NewsService already and it wasn't responding. Her interpretation is most likely the correct one.
