Possible to surf anonymous?

I have reazd about a project that makes it possible to surf anonymous
(hidden from the sites you visit AND from your employer/mind controlling
government in countries like Chine etc.)

Can anybody help me?

All the programs I can find just hide my IP to the visiting sites. I want to
be anonymous from local spying to...

Depends on your interpretation of anonymous?

There are plenty of programs and websites who will protect your identity by
re-sending your email, newsgroup messages or even chat messages through
their own server. However, if they are ordered, by a court, to reveal who
you are then they usually will.

If you mean anonymous to the point of being able to perform an illegal act
and being able to stay invisible from the authorities, I don't think so.
There are ways of tracking anyone, regardless of how well they try to hide.
 
Regardless of any masking you do on your machine, the service provider or
employer that connects you to the rest of the world will likely be logging
your connection. There is absolutely nothing you can do to prevent or
circumvent that. If it's your employer that you don't want seeing your
surfing, then don't surf at work - that's not what they are paying you for.
About the closest you can get to being anonymous is to use a local internet
cafe (these are common in many of those countries you seem to be concerned
about).

Have read about an open source project a while ago to circumvent the
censorship in countries like China etc. This worked in a way I donæt
remember. I also do not remember the name of the project...
