possible to create "limited" admin account?

Is it possible either to create an admin account on XP Pro but limit the
account's ability to, for example, use System Restore? Or alternatively, to
create and rev up a normal user account with most all admin privileges except
System Restore?
 
Type: Groups overview in the Search box in Help and Support.
