Positioning Images efficiently

Greetings.

I have a document with many images and need to position them
efficiently in order to achieve a page limit. Ideally, I'd like every
image displayed either:

a) After the pargarph where it is inserted if theres room before the
start of the next page.

or

b) If there's not room, then at the start of the next page.

Any ideas how to achieve this automatically? I'm using Word 2002 XP.

The most efficient way to accomplish this is to delay inserting graphics
until editing is complete. Then place them where they will fit, starting at
the beginning of the document and working toward the end.
