When I right click a file the context menu opens and I am missing a OPEN
command. How do I restore this open command and change its position in the
context menu so that it is on the top???

There are a million context menu's with a million open commands in windows.
aren't we exaggerating just a tad??
a simple "I don't know" would be fine.

I'm the person here who knows most about these things. And there are 450 on my machine, each of which follow an inheiritance which can be specified in approx 20 odd locations (depending on type) = approx 9000 places an open command could be..

I'll rephrase, which of the several hundred are you refering to.

David's postings so far have *zero* errors, afaik.
