Position Management for use with budget and forecasting

We employee approx. 1057 full time benefited employee and 1000 unbenefited
employees. My employer would like to have a program that employees would be
tied to a salary schedule and be able to compute salary and benefit and post
them to an expense account and also maintane vacant positions and be able to
calculate the same for them as a budget amount.
It is some what more complicated than the above but I've just been trying to
figure out the best was to lay it out to start with. I need to be able to
retreive info by location, account code, subject. And also be able to
project cost of living raises in the future.

and what exactly would you like from the volunteers here?

The six months or so of work that it would take to create, customize,
test, train users, etc.? A precanned program? or what?

There are MANY commercial packages that provide this kind of
information... do you really want to reinvent the wheel?
