Portuguese Language Pack

I downloaded this language package as a Vista update
I cannot find it in the PC, where could it have gone?

Open Control Panel.
"Clock , Language and Region"
Click "Change display language"
Choose a display language from the drop down menu and click OK.

I open up Control Panel and I don't see " Clock, Language and Region "

Keyboards and Languages
Display Laguage > Install/uninstall languages

but in the Windows Mail there is no Portuguese spell checker
