Port Forwarding

I have a friend that is having difficulty with port-
forwarding. He is told that he doesn't have permission to
do it, and he is the Admin. on the computer. Does anyone
have any tips or clues?

You or your friend will have to provide more information than this.
Usually one does port forwarding on a router or computer acting as a
router, telling it that (for instance) if data comes in ports 5631 or
5632 (pcAnywhere default ports), forward that data to 192.168.1.135 (a
specific computer on the internal network). Specific instructions on
how to do this depend on the particular router. Is this what you're
trying to do?
