Popups in IE AND OE

Randomly, I experience popups that are trigerred through
the res: facility. They occur when I open OE or IE, or
even close OE or IE. They are NOT coming from HTML
because it happens even though my IE is set to
about:blank. It also happens even though I'm not
connected to the I-net. I've run Ad-Aware and SPYBot,
with all latest patchs and still the problem persists.
I've searchd the registry for the command that occurs, but
could not locate anything there either.
