popmail blocking

I have just installed Tele2 broadband.

My wife has a Libero email account and her email client is Outlook. While
she can send emails via the smtp Tele2 protocol she can't receive from Libero
popmail.

Everytime I tried I got the following error message: 0x800ccc92 stating
there was problems with the username and password. I tried webmail with the
same username and password and the account opened fine.

A friend mentioned that it could be popmail blocking. First of all what is
popmail blocking and how can it be overcome so that my wife can download her
mail to Outlook. If it is not popmail blocking, what can I do to resolve this
problem using both Outlook and Libero.

Your friend likely meant that the ISP might be blocking you from using
outbound TCP port 110. You can test this by typing

telnet mail.servername.com 110 <enter>

in a command prompt.

If you get a banner in reply, you aren't being blocked. You don't mention
your version and SP of Outlook (please, always do so in here)...have you
tried the mail hosting company's tech support?
