pop ups

I get pop ups even though I have the Service Pack 2 installed and use
Google's toolbar. I've run Ad-Aware and Spybot but find no spyware. The pop
ups generally happen when clicking a link from certain web sites (like
www.refdesk.com). It seems the link goes to a pop up then the page I wanted
to link to finally loads while the pop up stays behind the new windows.

How do I get it so I receive no pop ups?
