Pop-up windows I want are blocked

When I visit sites which attempt to open an additional
window, I get a message "a pop-up window was blocked". I
have enabled scripting and still the window is blocked.
Is there any additional settings that need to be set to
allow the windows to display?
 
do you have a popup stopper? hold down ctrl when you try
to open the window.
