Pop-Up Phenomenon

Guys (and Gals),

I would like to know if anyone else has come across this. I have...

Form - Clicking a button opens...
Form set as a Pop-Up which upon double-click of a text box opens...
Form set as a Pop-Up

In Access 2003 when they open the last Pop-Up is on top.

In Access 2007 when they open the last Pop-Up always opens behind the second
Pop-Up.

Wondering has anyone experienced this behaviour and have they found a work
around. I have already tried using the SetFocus to no avail.

Okay, did not try that! Missed the tree for the for the forest... However,
any idea why the behaviour is different?
