Policy to prevent User from Installing Softwares

Hi

I am facing a problem. I have a certain group of users who
work on standalone machines having public ip. I am not
able to prevent these users from installing any software.
I have implemented a Group Policy but that is only
blocking a certain file. Pls help and let me know a policy
by which no software installation is possible for a local
user other than an administrator.

Its urgent !!!!!

add the users to the local "power users" group. They can do most things,
but not install software or make major system changes.
