You have 2 options for this...

1) is the ideal method, although, it has it's potential drawbacks, is
to create a workgroup file.
Tools -> Security -> User-Level Security Wizard.

Follow the prompts in there, and you will be asked for details...
most of the screens explain themselves pretty well, then when it is
finished, make sure you remove admin from any of the groups (You don't
want people taking the database to another machine and being able to
open it, do you :D )

2) Create a table for Usernames and passwords, create a macro called
autoexec that opens this form first.
then hide your database window etc.
Keep in mind, that the table information can be read by anyone, and for
this reason, passwords aren't really secure.

Hope this answers your question, and if you would like me to go into
more detail, please do not hesitate to contact me.

I agree with Anthos, the builtin Microsoft workgroup security is your
best bet.

Go to http://support.microsoft.com/kb/207793/en-us and download the
security FAQ. Read it - CAREFULLY. Get a good night's sleep. Read it
*again*. Then follow the instructions, step by step. Security is a
complex issue and can easily be done wrong! Done right though, it does
just what you need, and you can control each user's access to parts of
your application.
