Lately at start-up I found out that svchost.exe was using close to 100% CPU
for perhaps the first 2-3 minutes. It eventually settles down, but I just
find it annoying that I have to wait up to 5 minutes before using my computer.

I used Process Explorer and found out that this thread:
ntdll.dll!RtlAllocateHeap+0x18c in svchost.exe was using all the CPU, but I
don't know what it does, what it's linked to, and whether or not it could be
safely terminated.

Thanks in advance!

First make sure your machine is malware free and clean from viruses, then
Open a Run command and type in:
sfc /scannow click [OK] and wait for it to finish, get your XP CD handy to
insert it in if you prompted to do so by the system.

Start clean Boot to determine if there is a software causing this!.
HTH.
Let us know.
