PLEASE Help - access denied problem

REALLY need some help, will be hugely appreciated if you
can help me.

For some reason I have folders that randomly seem to have
lost all access permissions. They report when tried to
access, move, rename etc:

C:\folder\problemfolder is not accessable.

Access is denied.

Though I created the folder, have an admin account, and
no programs are using it. It seems to have occoured after
moving the folder - and NOT even between significant
(user) folders.

I've tried: right click, properties (there is no security
tab and sharing is gray). Resetting my windows password
(it originally didn't have one, but i tried using one,
and then taking it away again and neither worked). Tried
safe mode, same problem. I've also tried to access them
from another admin account.

It's windows XP home 2002 with SP1.

PLEASE help these are such important files and I have
lost all access to them. I know security is security but
there must be a failsafe when the permissions are lost to
any user?

The KB reports something about resetting permissions, but
it talks about a security/users tab i can't find on this
system. The fact it isn't xp pro can't help.

Can you help ASAP?!

XP Home: By default, you can only make files and folders under My Documents "private". This is done by right clicking a folder or file and selecting Properties, Sharing. To change the permissions on other folders, you need to boot the computer to Safe Mode and log in on the built in Administrator account. In this mode, you'll see the Security tab in Properties, and you can assign permissions based on user name or group membership.
