Playing MPG's frame by frame

Start>>Run>>MPLAY32.EXE

The frame by frame is the two little arrows at
the right of the timeline.
 
My arrows do not seem to do anything. Also, the moving slider doesn't seem to respond to my grab and drag commands while playing.
 
What kind of MPG's?

You didn't say so I assumed type 1.

The symptoms you describe would seem to indicate an
unindexed stream. It might need to be re-encoded.
