Playing an embedded sound

How do I get a sound file (in this case a narration) to start playing from
thirteen seconds on. What I mean is, I want to file to begin in the middle of
the track and not the beginning. Even when I select "Start From" on the
"Effects" tab of the "Effect Options" menu and choose x amount of seconds,
the track starts from the beggining. All tracks are wav. files whose sizes
are under 50,000Kb.

I am a 1 week old PowerPoint beginner. I have a silly idea.
How about making a duplicate slide, 1st one no narration, runs for 13 sec.
Start you narration on 2nd identical slide.
Will it work ?

Edit the sound file. You can use Windows MovieMaker to clip the first 13 secs.
