Placing cursor over icon or menu shows wrong name

XP Bug: With the latest update of Windows XP, when I
place the cursor over an icon or a menu, it will display
the wrong name and description for that icon or menu in a
small text box with a light yellow background. Very often
the size of the text box is correct, but the words are
wrong.

Anyone seen this?

I'm having the same problem on 2 workstations here. They
are identical hardware both Dell Precision 620's, running
XP pro SP2.

The tool tip "lags" by one tip. ie. you mouse over a
short cut to Explorer and you get no tip, then you mouse
over and IE shortcut and the tool tip says Explorer,
mouse over something else and the tooltip says IE. If you
mouse over the same thing twice it will display the right
tip the second time. It's like there is a buffer on the
tooltip text. This affects explorer (including Quick
Lanch bar, Taskbar and system tray) and the buttons in IE
(forwared, back, history, etc..).

Any help is appriciated.

I have checked around the office a bit more and the
problem appears to be more wide spread. I have found 2
more machines that are doing it, both Dell Precision
360's. I have also found a few other Dells and IBM
thinkpads that do not have the problem. All of the
machines have the same verision of XP Pro and very
similar software. All are patched to the same level.
