Placing content on C-drive in trusted zone

I have the Java API documnetation on my C-drive. Every time I open it
in a browser, I get a popup warning about "active content". It is then
several mouseclicks to dismiss the pop-up, click on the yellow bar,
select to enable active content and then to confirm that indeed, yes, I
do mean that I want to enable active content before I can proceed with
browsing the API docs.

I can't see a way to put my C-Drive or the Java API folder on the
C-drive into the trusted zone. Can it be done?

In IE, Tools | Internet Options | Advanced
Scroll down to the Security section and check the box for "Allow active
content to run on files on My Computer".
