I presume you mean the ping times to the Internet, to reduce latency for
gaming?
There's not much you can do about it.

It depends on several factors:

-The modem device you are using. USB devices can sometimes have poorer
performance than ethernet devices. This depend on the drivers, and how much
spare processing power there is in the PC.

-Your internet connection type
Dial-up will have poorer ping times than DSL, for example.
Contention ratios on the connection to your ISP are also a factor.

-Your ISP
The routing arrangement and contention ratios within your ISP's core network
can make a difference.
As can their peering arrangements and upstream providers.

-Routing beyond your ISP
Depends on how your ISP routes to the ultimate destination.
Some upstream providers will have better routes to the destination than
others.
Some ISPs may have more direct peering arrangements which will give shorter
routes to the destination.

-Where the destination is.
Hosts which are very remote ( in network terms ) will have slower round-trip
times than closer ones, regardless anything else.

As you can see, under your direct control you can:

-Change Modem type.
-Change Connection type.
-Change ISP.
-Connect to a closer server.
