Pin a Window

Is there a way to "pin" one window on top of another window so that the
front window does not go away when you click on the back window?

I'm wanting a smaller resized window to sit in front of a full screen window
and be able to switch between the two with just a mouseclick without the
smaller window going away (until you want to close the front window by
clicking on the "X").

In Windows: Not possible unless the Window comes with the "pin" icon in the
title bar.

On the dozen or so operating systems that KDE will run on? Click on the
program icon in the title bar and click "Always on top" on the window that
you want on the top, or alternatively click on "Always on bottom" on the
window that should stay back.

It's too bad Windows isn't really terribly POSIX and doesn't use X11 for
graphics, Explorer is godawful; KDE is a huge improvement that would go a
long way in making Windows not-painful.
