How do I make a picture that I have inserted on my webpage enlarge for the
viewer
when their cursor goes over it? I want them to see the enlarged picture but
not
have to download it
 
On the web, you do not see anything without downloading it. The only way to
get what you are asking for would be for the local user to use their
accessability option magnifier.
 
I think he means an image swap, or a thumbnail-to-large-version something or
other.
 
No I dont think I mean image swap I just want the picture to be larger when
their cursor goes over it without them having to download anything.

The **real deal** is: "if the visitor sees it in the browser it's already been downloaded."
Pure and simple that's the truth.
The image has to be in the machine in order to display on the screen.
