pictures in access database

we have a medium sized db and pictures (stored outside) are part of it. the
question is this; does anyone know of a means to auto resize the pictures for
use only with access? manually having to resize each picture is tedious.
looking for some means to define the picture size, either pixel or
measurements, additionally, is the jpeg format the best for use or will png
work better with access.

our db is running in a sql environment but is not vb scripted.
