pictures are grainy

what do i need to adjust? and where? all pictures are
grainy. HELP!!!!! internet pictures, old pictures sent
that are clear on other PCs, etc.
repeat, HELP!!!
 
Have you tried adjusting your color quality in Display Settings?
 
Check your display resolution setting. Right click on Desktop,
Properties, Settings tab.
