Picture positioning issues

I'm going a little wacko here. If I insert an image (jpg) using the "Insert, Picture, From File" command it wants to position the picture as text. When i click on the image and try to change it so that it's 'on top' of the text, it won't let me

The only way i've been able to do it is to bring the picture into MS Word, then copy and past it into Frontpage. Problem is that i want to do some HTML stuff and i can't find the location of the file i copied in from Word

Is there some way to make an image 'on top' of text in a cell that i'm missing
