Picture overlay software?

I am looking for freeware that will allow one picture to be overlaid with
another (semi transparently) and that will allow one of the pictures to be
edited (cropped mainly). I will explain the reason: I have scans of old
pictures of scenes and villages etc and have taken new digital pictures of
the same areas. I want to as near as possible crop one to fit the other to
provide a slideshow that will flick from the old to the new. An 'overlay'
facility will be better than 'side by side' comparison.
