Picture on Excel Worksheet?

I have data that would be far more intuitively understood overlaid on an
overhead photograph. Is there any way to put a picture on a worksheet and
allow me to format some of the cells so that they display through a
photograph?

I don't think so, I may be wrong. What you could do is create a rectangle or
a oval from the drawing toolbar, enter text in that and move it into
position on your photograph. You can adjust the size and shape so that it
just has room for the text to make it as small as possible. You can also add
arrows and lines to point to things.
