Picture inserts as icon, not as image

I am trying to insert a picture into an Access 2000 form,
but when it inserts, it inserts as an icon, not as an
image. I am NOT choosing the "Insert as Icon" option. I
also have this problem when inserting a picture into a MS
Project Notes field. What am I doing wrong? I have
Windows XP, if that matters.

Please help,

You need to have an Image/Paint program, registered to handle the Image
file types in question(jpg, bmp etc) that can function as an OLE Server.
Most people use MS Photo Editor.
