picture in a subreport

I have a subreport embedded between two fields in a report in Access 2000. The subreport has a picture. If the picture starts too low on the page, it wraps to the next one. I can't seem to get the entire picture to start on a new page instead. Inserting the picture directly into the report is not an option because some sections do not have pictures and I don't want a large blank space. The pictures don't always need to be on a separate page so I'd rather not insert pagebreaks. Any ideas?
