Picture help in XP

Is there a way to reduce picture sizes using a program in XP? I have some
pictures I want to send, but when I attach them and the recipient opens them
there huge.

Right-click your picture, then Send To, then Mail Recipient, check "make all
my pictures smaller", click "show more options" in the lower left hand
corner and make any adjustments you want to size. I check large and still
end up with a good viewable picture with a small file size. You can do the
same thing with multiple pictures. Just select all the pictures you want to
send and then right-click and Send To, etc. and all pictures will be
resized and attached to a single email.
 
If your friend is using Internet Explorer, make sure they have auto resize
set and it won't matter how big your picture is because IE will
automatically resize the picture to fit within their screen.

Tools, Internet Options, Advanced, Multimedia. Make sure "Enable Automatic
Image Resizing" is checked.
 
What about editing the pictures. I have Office 2003 or XP, do either of
these have a decent photo editor. For example, I need to remove dark circles
around the eyes; is this possible?

Certainly not for "professional photo editing". It's a nice little pass
pictures along for e-mail type of editor, is about all. If you want
professional capabilities, you would look elsewhere.

No, you need a third-party program. Check Paint Shop Pro, Photo Shop,
the GIMP, zillions of others.
