Picture behind text

I remember in Office 2002 there was a feature that allows you to put the picture behind text. But I can't find it anywhere in 2003. Is there a way to do that in 2003?

Select the picture.

Select the Text tool (the A) on the Pictures Toolbar.

Start typing.

Or apply your image as a cell background image, and add your text in the cell (over it)
