Photo Rotator

I am looking for a way to change a photo each time a user comes to the
webpage,(or refreshes the page). I know there is a banner maker in FP but
that rotates the pics on each visit.

"Rotating" to a graphics person means spinning the picture on an axis (like
a clock).
Every time I see this question it seems confusing. I keep thinking they want
to turn the picture sideways or upside down!
what you are looking for is more commonly called "image swap" or perhaps
"slide show"

If the graphic is small and there aren't too many images required you could
make an animated gif, it would just keep changing though not just with the
page load.
