photo editor to combine two (or more) jpg files

Hi,
I've used Irfanview for years. It is wonderful.
Is there a freeware photo editor that allows one to attach two or more
jpg files to create one larger jpg?

If Irfanview can do this then I would request someone to tell me how
it's done.

If they're more or less identically sized, IrfanView can do it. Select
Image --> Create Panoramic Image from the menu.

If the sizes vary greatly, it'll still work, but the images will be
resized to match in either height or width, depending on whether you
choose to arrange them in rows or columns.

Picasa2 from google can create a "collage" if that helps

IrfanView will do it but I like ArcSoft PhotoStudio SE much better.
