Mediaenhance has some great, and simple freeware photo tools.
http://www.mediachance.com/
Theres a lot of restrictedware like Vicman's photo editer out there
too, it's a good program.
The Gimp is the best all around graphic and photo editing tool on the go
though. (as far as freeware is concerned)

Ooh, big, buggy, slow. It's definately beta class software. I
wouldn't recommend it. Check out Pricelessware at
