format your phone.
it appears you are connecting to the internet through a
normal dial-up modem. it also appears that you may have a
sort-of wake-on-lan feature built into that modem. if
there's a little 2 pin wire going from the modem to the
motherboard, you could probably remove it and that would
solve the problem. else you could search through your
modem's properties to find the "wake on lan" option or
something similar and turn it off. if you don't have your
modem's instruction manual, look up the manufacturer and
model number online and see if you can't find a fix.
