Phone Number Custom Format

I have designed my own Contacts Form. When I add a mobile number such as
0411 xxx xxx, it formats as (04) 11xx-xxxx , yet I would like it to
format as +61 411xxxxx , thereby adding "+61" and removing the leading
"0". Is this possible?
 
The formatting is hard coded based on your own local telephony settings and
the country code of the number. You cannot change that.
