I think WinPT is a better solution for Windows users:

I think http://www.gnupp.com/start.html offers a complete GnuPG suite,
including WinPT and some alternatives. There is also an English version,
a manual and everything else one might want or need.

The Outlook plugin they include & link to might be interesting for some
people.

I don't know "GPA", does it do anything that WinPT can't do?

WinPT is "Windows only", GPA is cross-plattform.
Otherwise - I have no idea. I did not use it for some time.
