Personalized Favorites Menu option doesn't work

For Windows XP:
See if NoInstrumentation policy is enforced: If so disable that.

Once it is checked it usually takes a few days of data collection before it
kicks in.

It varies! I'm actually trying to set up three seperate machines, two
are XP Pro and one is XP Home. The XP Home machine has been set for a
week or longer. The two XP Pro machines 2 - 3 days.

The XP Home machine should be working by now. I have no idea what could be
