Personalised favourites menu

XP Pro, IE6 ...

The personalised favourites menu option does not work, even after a reset of
the IE6 option and reboot. No matter what I get my full list of favourites
every time. What other setting can I use to turn it on?

It has to spend a few days collecting information before it kicks in.
